    <title>Higher education access act</title>

    <summary type="html">&lt;div&gt;Extends Pell Grant authorization to 2017 and increases the maximum award to $5,400, an increase of $1,090, by 2012.
&lt;br/&gt;Cuts interest rates in half by 2012
&lt;br/&gt;Reauthorizes the Upward Bound programs.
&lt;br/&gt;Limits loan repayments to 15 percent of discretionary income 
&lt;br/&gt;Allows borrowers to remain in income-based repayment for more than 10 years.
&lt;br/&gt;For borrowers in the income-based repayment program, federal student loan debt will be forgiven after 25 years of repayment. Borrowers employed in certain public service fields may have their loans forgiven after 10 years.
&lt;br/&gt;Establishes a new grant program called Teacher Education Assistance for College and Higher Education (TEACH) Grants. The grants provide $4,000 per year (with a maximum total of $16,000 for undergraduates and $8,000 for graduate students) to students who meet the following conditions:
&lt;br/&gt;Maintain a GPA of 3.25 or, for freshman, have a high school GPA of 3.25 or score in the 75th percentile on a college admissions test;
&lt;br/&gt;Complete, or work toward, a degree with the necessary coursework to become an elementary or secondary school teacher;
&lt;br/&gt;Teach for at least one year following college;
&lt;br/&gt;Meet Department of Education requirements to be considered a highly qualified teacher; 
&lt;br/&gt;Eliminates a provision in the Higher Education Act that cut Pell Awards for students attending low-cost colleges.
&lt;br/&gt;Teach in high need fields including: math, science, foreign language, special education, reading, and bilingual education. Other fields may be considered high need if they are approved by the Department of Education;
&lt;br/&gt;Borrowers who do not complete the requirements will have their grants converted to loans.
&lt;br/&gt;Replaces the three-year limitation on loan deferment for certain members of the armed forces with a provision allowing borrowers to defer until 180 days after they are demobilized.
&lt;br/&gt;Creates a new grant program called College Access Challenge Grants that provides states with a 2 to 1 match on all dollars spent on increasing access for underserved groups. If states fail to raise spending over time, they will see their federal match reduced proportionally
&lt;br/&gt;Increases funding for historically black colleges and universities and minority serving institutions.
&lt;br/&gt;
&lt;br/&gt;The increased aid programs are financed mostly through cuts to lender subsidies and payments to guarantee agencies. Specifically, the bill raises funds by:
&lt;br/&gt;Eliminating the “Exceptional Performer” program that allowed higher subsidies for lenders that meet certain requirements. The bar to be considered an “exceptional performer” had been set so low that virtually all lenders qualified.
&lt;br/&gt;Reducing the insurance paid by the federal government on defaulted loans from 98 percent to 97 percent through 2012 and to 95 percent thereafter.
&lt;br/&gt;Reducing the amount of funds guarantee agencies may keep from collection efforts by nearly a third.
&lt;br/&gt;Reducing Special Allowance Payments for both non-profit and for-profit lenders.
&lt;br/&gt;Increasing a fee paid by lenders to the Department of Education from 0.5 to 1 percent of the principle at a loan's origination. Lenders may not pass the fee increase to borrowers.
&lt;br/&gt;Decreasing payments from the Department of Education to guarantee agencies for account maintenance.
&lt;br/&gt;
&lt;br/&gt;The bill also authorizes a pilot program in which the right to provide loans will be auctioned on the basis of competitive bidding by lenders. The proposed system is intended as a market-based substitute to the current practice of setting lender yield politically through legislation. While AACRAO supports a move to a market-based rate-setting mechanism, it has expressed strong misgivings about a rights-auction approach. Our objections are based on past experience with this particular approach, which was continually beset with problems and periodic losses of access to capital.

    <summary type="html">&lt;div&gt;Hi all I am helping to produce a film festival this year called the Artivist Film Festival (art + activism) and one of our sponsers has generously paided for the whole theatre so that students in the LA area could see a screening of the film, "Dear Mr. President" a film that encourages kids to get involved in the workings of their government. Maybe with enough films like this we can get the voter rate up huh?
&lt;br/&gt;
&lt;br/&gt;The screening is at 10am at on November 10th at the Egyptian theatre in Hollywood. If you would be interested in bringing your class(es) let me know so that I could reserve some seats for you.

    <summary type="html">&lt;div&gt;I started a new tribe for Outdoor, Experiential, Environmental, and/or Adventure Educators. A place to share ideas and resources so we can do what we do even better. Anyone who works to get people outdoors and learning is invited. Or anyone who thinks this is a something they would like to do.

    <summary type="html">&lt;div&gt;I've got a difficult classroom situation. I teach a required junior-level CIS course for non-majors. Perhaps 15% of the students are willing and able to do homework and study. Up to 25% of the class won't turn in required assignments. The majority of students don't have strong math/logic skills, but expect to skim through the book and understand everything.
&lt;br/&gt;
&lt;br/&gt;I've already removed the really complex concepts and slowed the pace significantly. What techniques are effective to motivate the students to put more effort into their preparation? How can I better handle the classroom so that I'm not either boring the good students or baffling everyone else? My administration expects a 90% approval rate on the student's course evaluations.&lt;/div&gt;

    <summary type="html">&lt;div&gt;So, as a treat for the kids I brought in hot chocolate for the month of November--we're doing nanowrimo (www.nanowrimo.org) and I thought it would be nice while they are writing.
&lt;br/&gt;
&lt;br/&gt;I freecycled to see if I could borrow a coffee urn to heat the water for hot chocolate in and a really kind woman allowed me to borrow it for the month.
&lt;br/&gt;
&lt;br/&gt;A kid knocked it over.  The handle is broken.  The black plastic has chipped off at the edge.
&lt;br/&gt;
&lt;br/&gt;Does anyone know if you can get handles for the Farberware L1360 fixed?  It's a $200 item.  I don't have an extra $200.  Or if you can think of a better solution--I can't think right now.

    <title>An audio CD to help childrens imaginations</title>

&lt;br/&gt;I am writing to share news of an audio CD called "THE ENCHANTED FOREST" that is designed to help Children &amp;amp; Adults develop their imagination. We have had feedback from several parents who said they were amazed and thrilled to have the product and get to spend quality time with their child listening and relaxing together in the evening after a hard day of work.

&lt;br/&gt;"THE ENCHANTED FOREST" CD, upon which I have been collaborating as audio producer, is the first in a series of 10 Imagination Gym Audio CDs each of which uses the latest mental research and technology to activate a different part of our intelligence and abilities. The CD is primarily designed for families and children coping with ADHD, Asperger's, Autism etc and who wish to increase their mental abilities and learning power. 
&lt;br/&gt;
&lt;br/&gt;7 years of additional research by the two main developers Peter Blackbyrne and Rolaseen Durkin has also proven that healthy children &amp;amp; adults ALSO experience dramatic benefits from regular use. For example, it is a superb tool to help any child or adult who has difficulty sleeping. 
&lt;br/&gt;
&lt;br/&gt;The CDs are called ‘gyms ’because the more you use them the fitter your mind becomes. The Enchanted Forest works by getting us to use our minds and imagination in ways that we might not be used to, in our everyday lives.

    <summary type="html">&lt;div&gt;Thanks for joining this most wonderful tribe.  I am, of course, thrilled to be the international expert on finding ways to get in trouble during my student teaching and still get through it.  I can offer advice on when to be on the computer (when the supervisor is coming in on a surprise visit, duh!), how to piss off your field instructor, etc., etc.
&lt;br/&gt;
&lt;br/&gt;Really, though, I was wondering if any of you had a "camp" of teaching and learning that you believed in most: Vygotsky, behaviorism, information processing, social cognition, whatever.  I personally and philosophically am opposed to behaviorism, and I hate to admit when it works.  But it has its moments.  I would just like to have a dialogue with someone, because my college experience didn't lend itself to a lot of discussion about this.&lt;/div&gt;

    <summary type="html">&lt;div&gt;I'll start by saying I'm a first year teacher whose classroom management have been commended by a number of fellow teachers.... however..... 
&lt;br/&gt;I'm struggling to keep a balance between allowing the students to have a voice in the class and yet not allowing them to feel like they can tell me how to run the class. I have a couple of students who feel it is their 'duty' to point out that every aspect of a topic has not yet been covered, or that the bell is about to ring in THIRTY minutes, or that they know a better way to do something before I've even demonstrated the first way. Is there a kind way to tell them to BACK OFF and LET ME BE THE TEACHER since telling that point blank (as I have had to do) does not seem to be working?&lt;/div&gt;

&lt;br/&gt;I am an 11th grade teacher who has an epidemic of headphone listeners in my class. I have told them repeatedly to take them off, it's in the class rules, and everything. 
&lt;br/&gt;
&lt;br/&gt;Recently I started walking around with a pair of scissors, pantomiming like I was going to cut their headphone cords. Finally, a kid just stared me down and dared me to cut his cords, so I did.

I now steal internet via the school next door's wireless LAN, but my only phone is my personal out- of- town cell phone. Boy is that frustrating.

    <summary type="html">&lt;div&gt;I'll be posting this in all kinds of left-ist-ish tribes and groups et cetera for forgive the redundancy.  Please repost widely as you see fit.
&lt;br/&gt;
&lt;br/&gt;On March 20 there are going to be protests against the continued occupation of Iraq.  These will take place all over the world with the hope of exceeding the turnout of 2/15/2003.
&lt;br/&gt;
&lt;br/&gt;March 20 is the one-year anniversary of the attack by the United States and the UK.  These have led to a minimum of 10,000 Iraqi deaths and over 500 Americans.  This has also alienated much of the world to an extent rarely acheived since the emergence of anything resembling a world community.  These are just some of the problems with the invasion for example the fiscal irresponsibility of it would be even more prevalent in the protest if it weren't for the body count.
